Background to the International Apostille Convention

How does the Apostille Convention affect the submission of documents and how do you obtain an Apostille stamp for the United States and other countries?

The legal basis for the entire international certification system we know today is anchored in a historic diplomatic agreement signed in The Hague, formally known as the Apostille Convention. The ultimate goal of this agreement was to eliminate the exhausting and cumbersome legalization (consular authentication) requirement, which previously required going through an endless chain of government ministries and foreign embassies to give validity to a document outside the country's borders. Today, over 120 countries are partners in this arrangement, which allows for smooth, reliable, and rapid document transfer between them without the need for additional consular involvement. When conducting a procedure with a country that is not a signatory to the agreement, the rules of the facilitating mechanism do not apply, and the older and more complex verification route must be followed - therefore, checking the status of the target country is the first and most important step in any documentation project.

One of the most common goals that requires in-depth familiarity with the system's requirements is submitting certificates and orders to American institutions and authorities. In order to submit these files, the office is required to accurately arrange an apostille stamp for the United States, while ensuring that each Israeli public document or judgment is accompanied by the correct government sticker according to the identity of the issuing entity in Israel. The process of authenticating these official documents is often split between visiting the apostille counters of the Ministry of Foreign Affairs in Jerusalem for Population Authority documents, and contacting the legal secretariats for documents originating from the world of law. To overcome the challenges of distance, tight schedules, and various translation requirements, it is recommended to use the professional services of an apostille lawyer who manages the preliminary checks and submission of the paperwork, ensuring that your file is received abroad smoothly and without any procedural defects.
